CSR (Corporate Social Responsibility) is one of the obligations that must be carried out by companies in accordance with the contents of article 74 of the latest Limited Liability Company Law (UUPT), namely Law Number 40 of 2007. Article 1 number 3 of Law Number 40 of 2007 concerning Limited Liability Companies appear to use the term Social and Environmental Responsibility (TJSL) as a translation of the term Corporate Social Responsibility (CSR) for the context of companies in Indonesian society, and interpret it as "the company's commitment to participate in sustainable economic development in order to improve the quality of life and the environment." beneficial, both for the company itself, the local community and society in general." Through this law, industry or corporations are obliged to carry it out, but this obligation is not a burdensome burden. It is important to remember that the development of a country is not only the responsibility of government and industry, but every human being plays a role in realizing social welfare and managing the quality of life of society. The main problem in this research is how the implementation of corporate social and environmental responsibility (TJSL) supports sustainable development at PT Riau Andalan Pupl And Paper (Rapp) in Pelalawan Regency, and the factors that hinder the implementation of corporate social and environmental responsibility in supporting Sustainable Development at PT Riau Andalan Pupl And Paper (Rapp) in Pelalawan Regency. The type of research used in this research is observational research or survey method, namely research that takes samples from a population and uses interviews as the main data collection tool. The conclusion of this research is, there are several problems in the Implementation of Corporate Social Responsibility at PT. Riau Andalan Pulp And Paper (RAPP) in Pelalawan district even though it has implemented programs such as Education, Health, Social, Infrastructure, Environment, Community Empowerment, but there is a lack of positive response from the community, administrative sanctions are still weak. The inhibiting factor is that only certain companies are charged with obligations. TJSL, there are no clear budget provisions, and there are no strict sanctions. Also, in supporting TJSL which is more responsible and achieves goals effectively, the government needs to issue guidelines to make the implementation of TJSL a goal of supporting sustainable development.
