Efforts to distribute narcotics illegally using people as distribution intermediaries or couriers are often carried out to distribute narcotics widely. even though the police have carried out various preventive and repressive efforts to eradicate narcotics smuggling. However, law enforcement is still considered weak because perpetrators of narcotics smuggling crimes are still found in the jurisdiction of the Indragiri Hilir resort police. The main problem of this research is how to enforce the law against criminal acts of smuggling narcotics through waters in the jurisdiction of the Indragiri Hilir resort police and what are the obstacles in enforcing the law against criminal acts of smuggling narcotics through waters in the jurisdiction of the Indragiri Hilir resort police The research method used in this research is observational law research (Non-doctrinal) or survey. By the nature of this research is descriptive analytical. The results of the research obtained by the author are that law enforcement against narcotics smuggling is carried out using preventive and repressive measures. Inhil Police's narcotics chief as law enforcer confirmed that there were many obstacles in eradicating the crime of narcotics smuggling on their part, including the lack of facilities and facilities available, the lack of information provided by members of the public both directly and indirectly, the police sometimes had difficulty in proving that the narcotics are the property of the perpetrator and it is very difficult for the police to catch the owner or dealer of the drugs when carrying out repressive efforts.
