Efektivitas Program Pemerintah tentang Bantuan Stimulan Perumahan Swadaya (BSPS) di Kota Dumai

In an effort to alleviate poverty, one of the things the Dumai City government is doing is implementing a program on Self-Help Housing Stimulant Assistance (BSPS) for people who are vulnerable to inadequate housing. This assistance aims to encourage and increase community self-help to realize livable homes, so that later people who do not have decent housing are entitled to assistance with predetermined requirements. This requires good management so that the implementation of the BSPS program in Dumai City is right on target and achieves its objectives effectively. The purpose of this research is to analyze the effectiveness in the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Dumai City carried out by the Public Housing, Settlement Areas and Land Office. The research method used is a qualitative method with the use of program effectiveness theory. The results showed that it can be seen from the accuracy of the target of the program that was carried out that it was not optimal due to the availability of BSPS not adjusted to the rate of population growth that needed decent residential houses in Dumai City. Similar to the achievement of the program objectives, the implementation of the SelfHelp Housing Stimulant Assistance (BSPS) construction was not in accordance with the predetermined procedures and the implementation time of the Self-Help Housing Stimulant Assistance (BSPS) construction was not in accordance with the RAB, so it can be seen that the monitoring that should have been carried out by the facilitator team in the field was still not optimal. Meanwhile, the socialization of the program was carried out quite effectively with the availability of information on the Self-Help Housing Stimulant Assistance (BSPS) program that was conveyed to the community. In this case, it can be concluded that the implementation of the Self-Help Housing Stimulant Assistance (BSPS) program in Dumai City has not been effective in achieving the program objectives.
