Efektivitas Rencana Kerja Pemerintah Kota Pekanbaru dalam Pembangunan Daerah di Kota Pekanbaru Provinsi Riau

The implementation of the preparation of the Pekanbaru City Government Work Plan (RKPD) is still not optimal due to time constraints in formulating and determining the community's priority proposals, thus limiting the community's ability to provide opinions in formulating problems. In addition, community participation in the musrenbang stage is not sufficient to realize what has been agreed upon at the lower level musrenbang until it becomes a budget document. The purpose of this study is to determine and analyze the Effectiveness of the Work Plan of the Pekanbaru City Government in Regional Development in Pekanbaru City, Riau Province. The theory used in this research is Effectiveness according to Raharjo with indicators of Adaptability, Work Achievement, and Job Satisfaction. This research uses a qualitative approach. The informants in this study amounted to 7 people with the Bappeda as the key informant. Data collection techniques using interviews and data analysis using Miles and Huberman techniques. Based on the results of the study, it is known that the Effectiveness of the Work Plan of the Pekanbaru City Government in Regional Development in Pekanbaru City, Riau Province is already quite effective but needs to be improved further based on indicators of adaptability, work achievement, and job satisfaction. As known, the policy applied in Bappeda is to coordinate the preparation of development plans for Pekanbaru City, such as RPJMD and RKPD. And committed to ensuring the implementation of development policies in accordance with the direction set out in planning documents. In the work situation, Bappeda Kota Pekanbaru focuses on close coordination with relevant agencies and collects accurate data to support targeted planning.
