Mining of Group C Minerals, especially sand, also has a very high economic value for the Regional Government and the Communities around the Mining. This public awareness includes understanding all applicable laws and regulations in the field of Environment and Mining. The lack of awareness of the community and mining entrepreneurs causes damage to the environment around the location. Besides, there are certain parties who simply want to take advantage by ignoring the existing environmental conditions. Environmental damage in Rokan Hulu Regency, especially in Ngaso Village, is caused by sand mining using permits or not. With the amount of pollution that is not controlled, it can cause the threat of environmental and ecosystem damage. From these environmental problems, it is necessary to make efforts to protect and manage the environment, namely by increasing supervision and providing strict sanctions for violators. This type of research is a qualitative approach with the research location at the Population and Civil Registration Office of Rokan Hulu Regency. The types and sources of data used are primary data and secondary data, while data collection is through observations, interviews, and research documentation. Based on the results of the research with an approach to optimizing the tasks of the Environmental Service of Rokan Hulu Regency in managing the EIA problem for excavation C mining in Ngaso Village, Ujungbatu District, controlling the C mining miners in Rokan Hulu Regency is to keep the environment safe and comfortable and to preserve the existing environment. The time needed by the service in solving the problem of mining excavation C is not known by the service and the environmental service assesses the lack of costs incurred for the activity of solving the problem of the mining excavation C. Law enforcement carried out by the environmental service of Rokan Hulu Regency has not run optimally.
