The services provided in making the Family Card have not been satisfactory to the community. The services provided are too convoluted with various reasons that are not acceptable to the community, so that the services provided tend to be ineffective and inefficient. This situation makes the community as users of public services dissatisfied. All of this resulted in people being reluctant to take care of everything directly related to the government bureaucracy. The services referred to in this study are services in making family cards at the Population and Civil Registration Office of Rokan Hulu Regency. The problem that arises is that the services provided by the Population and Civil Registration Office of Rokan Hul Regency are still not on time such as in making Family Cards, the tempo or time for completion of one month is not resolved by him even still stalling for 2-3 months, so the purpose of the research This is to find out the services at the Population and Civil Registration Office of Rokan Hulu Regency in making Family Cards. This type of research is a qualitative approach with the research location at the Population and Civil Registration Office of Rokan Hulu Regency. The types and sources of data used are primary data and secondary data, while data collection is through observations, interviews, and research documentation. Based on the results of the research, the requirements for managing KK at the Population and Civil Registration Office of Rokan Hulu Regency such as photocopies of husband and wife ID cards, photocopies of marriage certificates and other requirements. The procedure for managing a KK is filling out a form that is filled out directly by the community, then verification by the officer and recording, after that the document is printed and finally it will be ratified by the Head of the Population and Civil Registration Office of Rokan Hulu Regency.
