Parking levies are still a problem in the community where parking retribution arrangements have not been implemented and implemented properly so that it has an impact on the community and local revenue receipts. Pekanbaru City in the implementation of Regional Regulation Number 14 of 2016 concerning Parking Retribution on the Edge of Public Roads in Pekanbaru City is still not optimal for parking retribution violations that are not in accordance with applicable regulations. The Pekanbaru City Parking Technical Implementation Unit as an implementing element for parking fees, of course, in implementing parking fees cannot be separated from the achievement of policies which include Effectiveness, Efficiency, Adequacy, Evenness, Responsiveness, and Accuracy. The purpose of this study was to determine the factors that hinder the evaluation of Regional Regulation Number 14 of 2016 concerning Parking Retribution on the Edge of Public Roads in Pekanbaru City. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results of the study indicate that the application of parking retribution rules on public roads in Pekanbaru City has not been carried out optimally by the Pekanbaru City Parking Technical Implementation Unit where there are still parking officers who have not implemented parking fees. fees in accordance with applicable regulations, there are no strict sanctions for illegal parking users, there is no data collection and monitoring activity for every parking lot in Pekanbaru City so that there is no arbitrariness by parking officers so that it interferes with people who use parking services. However, the authors suggest the Pekanbaru City Parking Technical Implementation Unit to collect data and monitor parking locations in Pekanbaru City every working day, provide strict sanctions for parking officers who violate the rules, especially increasing parking retribution fees, and provide sanctions for parking officers who do not use parking uniforms and parking tickets, and the Pekanbaru City Parking UPT must cooperate with the community in accommodating public input and suggestions regarding parking fees in the city of Pekanbaru.
