Oil palm plantations are one of the most importent and strategic commodities and have a fairly large role in encouraging teh people’s economy to make oil palm a prima donna crop, especially the people of the Tambusai sub-district, Rokan Hulu district, which has resulted in more and more people starting to open land on a large scal. Analyze the supervision of the management of oil palm plantations carried out by the local government of teh Rokan Hulu district and to find out the inhibiting factors for oil palm plantations carried out by the Rokan Hulu district governmemt in accordance with existing regulations. This method uses qualitative research methods, the research indicators used in this study are indicators of setting measuring instruments (Standards), conducting assessments, and conducting improvements. This research was conducted at the office of animal husbandry and plantation, Rokan Hulu Regency, and qualitative documents. Informant withdrawal technique is carried out using snow ball withdrawal technique, namely the determination of several people as informants and it is possible to replace them with other informants if the answers are still ambiguous. Upstream in the management of oil palm plantations in Tambusai district, Rokan Hulu Regency has not been good and is running according to the standards set due to several factors such as monitoring performance that is not in accordance with the standards. Ar so that effective supervision activities have no been scheduled, lack of time and human resources in carrying out supervisory activities, and lack of firmness in following up on individuals who commit irregularities in the management of oil palm plantation.
