The purpose of this study is to find out and explain what activities are carried out by the Social and Funeral Service in the Guidance of Homeless and Beggars in Pekanbaru City. To find out the inhibiting factors that affect the Social and Funeral Service in the Guidance of Homeless and Beggars in Pekanbaru City. Descriptive research type with a qualitative approach through the case study method, the data source comes from key informants and research informants. Meanwhile, secondary data obtained in the form of documents that support the research problem. Data was collected by means of observation, interviews, and documentation. The data obtained from the field are reduced, analyzed, and then conclusions are drawn. The results of the research on the homeless and beggar development program by the Pekanbaru City Social Service can be concluded that it has not run optimally. The Social Service does not target a certain number of homeless and beggars. But rather to minimize the presence of homeless people and beggars, so that Pekanbaru City becomes more orderly and peaceful. There are still obstacles found in the implementation of the homeless and beggar coaching program by the Pekanbaru City Social Service, originating from internal factors and external factors.
