This research is motivated by the number of street vendors who do not comply with existing policies in regional regulations, which is important in assessing a policy whether the policy is effective or not, including regional regulation number 1 of 2016 concerning public order, case studies of controlling street vendors in Mandau District, Bengkalis Regency. In reality, there are still many street vendors who do not heed the applicable local regulations. The purpose of this study was to find out how to evaluate the Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order in the Study of Street Vendors in Mandau District. The theory used in this research is evaluation theory. This study uses a qualitative method, on the grounds that empirically the observed problems are more appropriate to use this method. The results of this study indicate that the existing local regulations have not been implemented properly. This is due to the lack of firmness and lack of supervision carried out by the Satpol PP in Mandau sub-district in implementing the policy and also due to the lack of awareness of street vendors who still violate the rules not to sell on the roadside or sidewalks. Therefore, it is recommended for Satpol PP to always provide socialization to street vendors so that street vendors understand more about the regulations that have been enacted and for the government to provide a place for street vendors so that street vendors can trade in a predetermined place.
