The service process of the Puskesmas which is of low quality has an impact on patient dissatisfaction, so that patients are not interested in making repeat visits for treatment. This is as happened at the Ujung Batu Health Center, Rokan Hulu Regency, that there are still many people who complain about the unsatisfactory service for every patient who needs treatment, both outpatients and inpatients. The main problem of the research is how the implementation of providing services to the community by the Ujung Batu Health Center of Rokan Hulu Regency based on Law No. 25 of 2009 concerning Public Services, and what are the factors that become obstacles in the implementation of providing services to the community by the Ujung Batu Health Center of Rokan Hulu Regency. The research method is observational research or survey, research carried out directly to the research location that has been determined to obtain information that supports the author's research. while its nature is descriptive, that is, where the author describes in a clear and detailed manner the problems to be studied. The results showed that the implementation of the provision of services to the community by the Ujung Batu Health Center in Rokan Hulu Regency based on Law Number 25 of 2009 concerning Public Services is that services at the Ujung Batu Health Center have been implemented but the achievement has not been maximized. The service from this Puskesmas still has many shortcomings because the community still does not understand the clarity of administrative requirements for the service process because the procedure is still convoluted, and the completion time of the service cannot be ascertained because it is not in accordance with the standards that have been set. So that there are still patients who are not satisfied with the service at the puskesmas, and the factor that becomes an obstacle in the implementation of providing services to the community by the Ujung Batu Village Health Center, Rokan Hulu Regency is that the Puskesmas facilities are considered inadequate, because the small waiting room is not comparable to patients who treatment, so that there are still patients standing waiting in line and the number of ambulances to be used is still inadequate because there is only 1 unit for the entire Ujung Batu sub-district so that sometimes it is not optimal to serve the community and the quality of human resources is still lacking. Because there are still many patients who have to wait a long time for registration. Registration at the Puskesmas is still manual or using stationery and there is no motivation for all employees to work hard.
