The implementation of swallow nest breeding control is still an obstacle This is due to the lack of handling by the local government, causing the arbitrariness of the community in violating the measurement of swallow's nests. The measurement of swallow's nest in Pangkalan Lesung sub-district seems to still violate the rules because the measurement of swallow's nest is carried out in residential areas, causing public unrest. The Civil Service Police Unit in carrying out its duties cannot be separated from the achievement of policies that will be achieved through Effectiveness, Efficiency, Sufficiency, Equity, Responsiveness, and Accuracy. The purpose of this study was to determine the factors that hinder the implementation of the duties of the Pelalawan District Civil Service Police Unit in Controlling Swallow's Nests on Public Roads, Pangkalan Lesung District. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results showed that there were still many swallow's nests in Pangkalan Lesung District that violated the rules, this was because the Civil Service Police Unit as a community control officer had not carried out surveillance activities, and maximum sanctions are given, this is due to the lack of Satpol PP officers, especially in the field in dealing with street vendors, there has been no socialization of the prohibition of selling in direct settlements of swallow's nests, and the lack of cooperation with the community in responding to swallow nest dosage handling. However, the author suggests that Satpol PP carry out routine patrols, provide socialization evenly for swiftlet nest breeding that violates the rules, provide strict sanctions, and cooperate with the community in handling swiftlet nest breeding.
