Analisis terhadap Transaksi Jual Beli Tanah di Tinjau dari Peraturan Pemerintah No. 24 Tahun 1997 tentang Pendaftaran Tanah di Desa Telayap Kecamatan Pelalawan
Land sale and purchase transactions according to Government Regulation Number 24 of 1997 have been carried out before the PPAT. In Telayap Village, Pelalawan District, there are still land sale and purchase transactions that are not based on existing land regulations. Many people carry out land buying and selling transactions in the presence of the village head. The problem in this study is that the land sale and purchase transaction process is reviewed from Government Regulation Number 24 of 1997, and the factors causing the land sale and purchase transaction were not carried out before the PPAT in Telayap Village, Pelalawan District. This study used a survey method, of a descriptive nature, the respondents consisted of the Head of the Telayap Village 1 person, 20 people who made land buying and selling transactions. The data were obtained by means of questionnaires and interviews. The data were analyzed by means of clarification, namely adjusting to the main problem, then the grouped data was presented, namely interviews based on sentence descriptions and the questionnaire was described based on tables. The results of this study stated that the transfer of land rights by the people of Telayap Village, Pelalawan District was carried out before the Village Head, this was not in accordance with Government Regulation Number 24 of 1997 in Articles 38, 39 and 40 which explained that the transfer of rights must be registered. the transfer of rights must be made before the PPAT, the transfer of rights must be made in a deed. The causative factors of the transfer of land rights were carried out by the community before the Village Head, namely the community factor itself, the factor of the long and costly processing process, the factor of facilities and infrastructure, and the factor of low legal culture.
