Law enforcement actually has the aim of creating justice. However, in reality, law enforcement against theft crimes often only focuses on punishing the perpetrators and ignoring the losses suffered by the victims. Therefore, a concept of restorative justice was created which emphasizes more on restoring the situation to its original state, where the parties involved, namely the victim and the perpetrator in a criminal case together with local community leaders, will gather together to find a fair case settlement through peace. The purpose of this restorative justice is to realize the ideals of the court, namely simple, fast, low cost justice, increase public confidence in law enforcement officials, save state finances, can reduce overcapacity problems that occur in prisons and detention centers, can overcome the problem of accumulation of cases in court. The main problem in this research is how the process of solving theft cases through the implementation of restorative justice and what are the inhibiting factors in the implementation of restorative justice. The method used in this research is observational research, namely by conducting direct surveys to the research location with data collection tools, namely interviews, while when viewed from the nature of this research is descriptive analytical, which presents a detailed and clear picture of the implementation of restorative justice towards the settlement of theft cases in the jurisdiction of the polsek sungai Sembilan kota dumai.. he results of the research conducted by the author, the implementation of restorative justice towards the settlement of theft cases in the river nine police station of Dumai city is that the police investigators will first consider the case. If all the conditions have been met, then the police will hold deliberations with the parties to reach a peace agreement, the obstacles in the implementation of restorative justice in the settlement of theft cases are the failure to reach an agreement between the parties, the lack of public knowledge about restorative justice, and the absence of a legal basis that regulates restorative justice which is equivalent to the law.
