Implementasi Kebijakan Kartu Identitas Anak (KIA) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kuantan Singingi
In an effort to provide protection and fulfillment of children's rights as citizens, the government launched the Child Identity Card (KIA) program which is regulated in Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards (KIA). This study aims to determine the Implementation of the Child Identity Card (KIA) Program by the Population and Civil Registration Office of Kuantan Singingi Regency and to determine the inhibiting factors for the implementation of the Child Identity Card program by the Population and Civil Registration Office of Kuantan Singingi Regency. The research method used in this study is qualitative, collecting data using interview techniques, observation, documentation. The results of this study indicate that from the aspect of communication it has been running optimally. seen from the aspect of resources, in terms of quantity it is still lacking, but in terms of quality it is very adequate. From the aspect of disposition, the employees of the Population and Civil Registration Office of the Kuantan Singingi Regency have the enthusiasm to carry out their respective duties. Judging from the bureaucratic structure is able to establish good cooperation. The inhibiting factor for the implementation of the Child Identity Card program by the Department of Population and Civil Registration of Kuantan Singingi Regency is the limited availability of blanko as material for printing Child Identity Cards. There are still applicants for making a Child Identity Card, sometimes not completing the requirements for making a Child Identity Card. There is still a lack of resources, namely a lack of employees and only one printing machine, so the services provided are still not optimal. There is still a lack of public awareness to administer and make Child Identity Cards.
