The growth and development of a city affects the level of needs for facilities and infrastructure, where the increasing number of urban residents must be balanced with the increase in basic needs of the community. Clean water is one of the basic human needs that are needed seacara sustainable. The need for clean water will continue to increase every year along with increasing population growth and the development of other urban activities. Limitations of adequate urban water supply can affect human life, economic productivity and the quality of life of the city as a whole. This research aims to determine the level of clean water needs have been met or not and the availability of supporting infrastructure in meeting the needs of clean water. The method of analysis used is descriptive qualitative method. In this research the need for clean water in the village of cold water will increasingly require the efforts of the government in the distribution of clean water distribution activities per house in Pekanbaru, but the community does not lack the need for clean water, it is because the community's need for clean water that is feasible in use is obtained through various sources one of which is the main source of the community is from drilled wells and dug wells.
