Human rights are the basic and main rights that humans have since birth and even since the existence of life, namely in the womb. These human rights include the right to life, security, freedom from slavery and torture. This also applies to persons with disabilities, especially in working. The regulation of the right of persons with disabilities to work has been regulated in Article 53 of Law No.8 of 2016 concerning Persons with Disabilities which explains that the right of persons with disabilities to obtain employment is at least 2% of persons with disabilities from the number of workers for government-owned companies and at least 1% of persons with disabilities from the number of workers for privately owned companies. However, in practice, many people with disabilities have difficulties in obtaining employment. This research aims to find out the legal rules in providing employment for persons with disabilities in Pekanbaru City and to find out the role of the government in fulfilling the rights of persons with disabilities in obtaining employment. This type of research is empirical or sociological. The author uses data collection tools in the form of questionnaires, interviews, and documentation in this research. The author uses a deductive inference method. The result of this research is that the Government has established rules for persons with disabilities in working. However, in practice, employment opportunities for people with disabilities in Pekanbaru City are still not enough. This occurs for several reasons, including: the lack of implementation of the Pekanbaru City Regional Regulation that regulates the rights of persons with disabilities in obtaining employment, the uneven information provided by the government regarding employment for persons with disabilities, and the small number of companies that employ persons with disabilities.
