Prostitution has a very long history, even dating back thousands of years. In those days, women serving the goddess Ishtar, the goddess of love and war, would offer their services to men who gave money to their shrine. The service offered is to use the holy power that comes from their bodies. Now, centuries have passed, but the attributes of these women remain the same. The presence of the sex business seems to be a historical inevitability; it is able to shift and spread into a sex industry that is never quiet in dim or bright light. In many countries, prostitution is prohibited and even subject to punishment; it is also considered a contemptible act by all members of society. Data from the Ministry of Social Affairs shows that Indonesia is the country with the most prostitution localizations in the world, with a total of 40 thousand commercial sex workers living in these localizations. from various media, our country, Indonesia is currently included in the top 10 (ten) countries with a prostitution industry in the world. The spread of the practice of prostitution is almost universal in all major cities in Indonesia. Indragiri Hilir Regency is one of those where there is a practice of prostitution. Based on the background above, the formulation of the problem that will be answered in writing this thesis includes: How does the Civil Service Police Unit enforce the law against the owners of prostitution places in Indragiri Hilir Regency?And what are the obstacles to the Civil Service Police Unit in carrying out law enforcement against the owners of prostitution places in Indragiri Hilir Regency? This research, when viewed from the type of research, can be grouped into Sociological Law research which is carried out by survey method, namely research directly to research locations using data collection tools in the form of interviews. Meanwhile, if seen from its nature, this writing is descriptive-analytical, which means that the research is intended to provide a detailed, clear, and systematic description of the main research problems. From the results of research and discussion of the Civil Service Police Unit of Indragiri Hilir Regency in enforcing the law the Regional Regulations of Indragiri Hilir Regency have been based on Law no. 23 of 2014 concerning Regional Government, Government Regulation no. 16 of 2018 concerning Civil Service Police Units, Minister of Home Affairs Regulation No. 54 of 2011 concerning Standard Operational Procedures for Civil Service Police, Regional Regulation of Indragiri Hilir Regency No. 11 of 2016 concerning the development of supervisors and enforcement of public order and community diseases, Indragiri Hilir Regency Regional Regulation No. 13 of 2016 concerning the Formation and Composition of Regional Ranks of Indragiri Hilir Regency, where the regulations regarding law enforcement by the Satpol PP of Indragiri Hilir Regency against prostitution places have been explained both from administrative procedures to procedures for closing the prostitution places, but regulations alone are not enough without action evident from the Satpol PP of Indragiri Hilir Regency, as evidenced by not having data on prostitutes and data on places of prostitution in Indragiri Hilir Regency, which is inversely proportional to the results of observations that the authors got in the field. Obstacles to the Civil Service Police Unit in enforcing the law against the owners of prostitution places in Indragiri Hilir Regency were due to intervention from government officials, the community (theft), and law enforcement who were behind the slime business or the prostitution place, due to the intervention of the Unit. The Civil Service Police seemed to turn a blind eye to these prostitution places.
