This study aims to determine the governance archives at the Office of the Library and Archives of Rokan Hilir Regency and to find out the factors that hinder governance archives at the Office of the Library and Archives of Rokan Hilir Regency. The archiving process in an archive management activity includes aspects of planning, organizing, actuating, controlling. Planning in the field of archives includes the problem of planning what archives really need to be created, how to provide archive services in order to meet the needs in implementing efficiency, why archives need to be destroyed and also preserved. This research uses qualitative research method with descriptive research type. The key informants in this study were the Head of the Library and Archives Service of Rokan Hilir Regency and the main informants were the Head of the Archives Management Division of the Rokan Hilir Regency Library and Archives Service, the Head of the Archives Development Sub Division of the Rokan Hilir Regency Library and Archives Service, and the Head of the Archive Management Sub Division of the Rokan Hilir Regency Archives Service. , Head of the SubDivision of Archives Management and ASN in the Archives Management Division of the Library and Archives Service of Rokan Hilir Regency. Based on the results of research and data analysis shows that the Archives Management at the Rokan Hilir Regency Library and Archives Service has not run optimally, it can be seen by the lack of competent human resources in the field of archive management, this fact is evidenced by the Decree of the Head of the Library and Archives Service Number 188 /DIPERSIP/05, regarding the Appointment of Archives Managers in the Library and Archives Service with the aim that they can manage archives properly, there has not been full supervision of the Rokan Hilir Regency Library and Archives Service, so when an audit is carried out by ANRI, the value obtained is temporary. only the value of the results of external supervision is 60% while the value of the results of internal supervision cannot be obtained because there has been no audit of the OPD in the Rokan Hilir Regency Government according to ANRI Regulation Number 6 of 2019 concerning Archives Supervision.
