Village community empowerment has not been felt by the community in accordance with community needs this is due to the allocation of village funds which tend not to be available for empowerment activities so that it has not had an impact on increasing the ability and knowledge of the village community. Sebangar Village Empowerment is inseparable from Equality, Participation, Independence or independence and Sustainability with the aim that empowerment activities are right on target. The purpose of this study was to determine the constraints of Community Empowerment through Utilization of Village Fund Allocations in Sebangar Village, Bathin Solapan District, Bengkalis Regency. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. Discussion that the Village Government through the Village Head has not established empowerment activities based on the needs of the Village community this is due to the lack of allocation of village funds in empowerment activities so that empowerment activities are not right on target in increasing the abilities and knowledge of the Village community. The researcher's suggestion is that the village government should provide a special allocation of village funds in village community empowerment activitiespriority is given to empowerment activities based on the needs of the Village community so as to increase the capacity and knowledge of the Village community.
