There is no certainty about the departure of Umrah pilgrims, and other problems related to travel agency services in Pekanbaru. From the problems above, the authors of one of the functions of the Investment Service and One-Stop Integrated Services in Pekanbaru City are to provide oversight of business entity licensing in Pekanbaru city , then the formulation of the problem in this research that the authors define is how to control business entity permits in the city of Pekanbaru. The purpose of this study is to find out the inhibiting factors for the implementation and supervision of business entity permits in Pekanbaru City and to find out the functions of officials in granting business licenses at the Investment Service and One-Stop Integrated Services in Pekanbaru City. This type of research is descriptive qualitative with collection techniques data is done through interviews and documentation. The key informants were the heads of the Licensing and Non-Licensing services section and the informants in the study were DPMPTSP personnel and Umrah travel agents. The indicators that measure the author use the theory of Supervision by Manullang, there are three dimensions of Supervision, namely: 1). Set measuring instruments. 2) Evaluation, conducting assessments, 3) corrective e, Making improvements. The results of this study are the efforts of the Pekanbaru City Government in Supervising Umrah Travel Organizer Business Licensing by increasing the requirements and verification process for business candidates who will be engaged in the Umrah Travel Organizer Bureau, this is followed by a process of supervision and work systems that are increasingly being modernized. by using an electronic reporting system as one of the efforts to make it easier to monitor the Umrah Travel Organization Bureau (PPIU) which has obtained the business license. The author's suggestion is that for organizing Umrah pilgrimages (PPIU), there should be no sudden additions to costs made by Umrah pilgrimage organizers, which of course is burdensome for prospective Umrah pilgrims.
