At the beginning of 2020, Indonesia experienced a pandemic of the covid-19 outbreak. One of the impacts caused by Covid-19 is a difficult economy. To overcome this impact, the Indonesian government implemented a budget policy, one of which was village funds. Village funds intended for village development and development are diverted into direct cash assistance village funds. Village funds are regulated by the village based on village authority. Therefore this study aims to determine the role of the village head in the implementation of the direct village fund cash assistance program. According to Levinson in Soekarno, the indicators used in this study are norms, individuals, and the social structure of society. The research method used is a qualitative method, namely defining and interpreting phenomena based on field conditions. The data sources used are primary data sources and secondary data with the number of key informants 1 and 7 informants. Data collection techniques using the method of observation, interviews and documentation. From the results of research on the role of the village head in the implementation of the village fund direct cash assistance program in Tanah Merah village, Siak Hulu sub-district, Kampar district, namely the distribution of BLT-DD has been supervised and monitored by the BPKP (financial and development supervisory agency) and there are still mechanisms that are not implemented, such as there were no village volunteers, but they were replaced by RT/RW who collected data. The data used in the distribution of direct cash assistance to village funds is not effective.
