The Office of Cooperatives and UKM is a service that has the main task of carrying out local government affairs in the field of cooperatives and small and medium enterprises based on the principles of regional autonomy and assistance tasks. The Office of Cooperatives and UKM is also in Pekanbaru City. The main task and function of the Pekanbaru City Cooperative and UKM Service is to carry out some of the affairs of the Pekanbaru City regional government in the field of cooperatives, micro, small and medium enterprises. Therefore, the Pekanbaru City Office of Cooperatives and SMEs also plays a role in community empowerment in the field of cooperatives and SMEs. Community empowerment efforts must be carried out through 3 departments. First, create an atmosphere or climate that allows the community's potential to develop. Second, strengthen the potential or power possessed by the community. Third, empowering implies protecting. The purpose of this research is to describe Community Empowerment by the Office of Cooperatives and UKM in Pekanbaru City (Case Study of Bolu Kemojo Home Industry Empowerment in Simpang Tiga Village, Bukit Raya District) and to find out the inhibiting factors. This type of research uses qualitative methods. The determination of informants in this study used a purposive sampling method, with the consideration that the appointed informants knew and understood the necessary research topic issues. The results of this study indicate that community empowerment by the Office of Cooperatives and UKM in Pekanbaru City (a case study of empowering UMKM home industry bolu kemojo in Simpang Tiga Village, Bukit Raya District) has been carried out but there are still several empowerment indicators that are not implemented properly and need to be improved or improved . This can be seen from the implementation of community empowerment indicators by the Office of Cooperatives and SMEs in Pekanbaru City.
