Cooperative is a business whose members are people or legal entities. Cooperatives base their activities on the principle of people's economic movement based on the principle of kinship. Illegal Cooperatives are a tempting alternative when financial needs are increasing at the moment, especially those whose economies are middle to lower so they prefer to borrow money or capital because the requirements are easy. Regarding illegal cooperatives, this is a business that is not a legal entity but carries out its activities on behalf of its business as a cooperative. In practice that is often found in society, especially in the city of Pekanbaru. The problem of this research is how are the authorities of the Financial Services Authority and the Riau Province SME Cooperative Service in Supervising the Rise of Business Activities in the Name of Cooperatives, and What are the Obstacles faced by the Financial Services Authority and the Riau Province SME Cooperative Service in Supervising the Rise of Business Activities in the Name of Cooperatives. The research method is Empirical Legal research which is a legal research method that functions to see the law in a real sense of how the law works in society, while its nature is descriptive. The results of the research show that the authority of the Financial Services Authority and the Riau Province SME Cooperative Service in Supervising the Rise of Business Activities on behalf of Cooperatives cannot be carried out optimally because the authority to supervise cooperatives is wholly the authority of the Riau Province SME Cooperative Service, but if the cooperative acts as Business actors carrying out activities in the financial services sector can be asked for a letter of determination and submission of supervision from the OJK, so this is what makes it difficult to supervise business activities on behalf of cooperatives because it is difficult to detect the existence of businesses acting on behalf of cooperatives. The obstacle faced by the Financial Services Authority and the Riau SME Cooperative Service in Supervising the Rise of Business Activities in the Name of Cooperatives is the lack of human resources to carry out supervision due to the high number of businesses acting on behalf of cooperatives, even though they have been eradicated but will operate again under a different business name. , and the lack of legal awareness from the community not to use business loans on behalf of cooperatives, causing this business to be unable to disappear
