Soil is very closely related to human life. Everyone certainly needs land, even land has such an important position for humans, that it creates a desire to control and own it. This sense of ownership will eventually lead to land disputes. One of the problems is the emergence of multiple certificates (overlapping). Dual certificates are certificates that are one parcel of the same land. So, one plot of land with 2 (two) certificates or more with different data. Based on the above background, the main problem in writing this thesis are the factors that cause the occurrence of double certificates, the resolution of the problem of dual certificates and the legal consequences for interested parties due to the existence of double certificates at the Pekanbaru City Land Office. This type of research is a sociological law by means of a survey, namely research that takes data directly from the population with a data collection tool, namely questionnaire interviews, after which the data is taken and processed so that conclusions are obtained using the deductive method. Meanwhile, if viewed from its nature, this research is descriptive, namely research that explains in the form of clear and detailed sentences. The factors that cause the occurrence of double certificates include, a. land registration map is not yet available. b. BPN does not yet have a single map, c. Land size/location overlapping. d. there is an element of fraud. Settlement of Multiple Certificate Issues can be done through mediation or through litigation (court), and the settlement taken by the Pekanbaru City Land Office. Legal consequences for interested parties due to the existence of double certificates for legal settlements carried out by the Pekanbaru City Land Office that the status of land rights is unclear, there is a loss with consequences in the form of certificates being canceled, the land cannot be used to be managed or pledged to the Bank.
