Peran Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau dalam Memberikan Perlindungan terhadap Pekerja Anak
The rapid development of industrialization in Indonesia has not only had positive impacts, but also has had negative impacts, such as the emergence of the phenomenon of child labor which has become a global issue and agenda for the nation and big cities including Pekanbaru City. The purpose of this study is to explain and analyze the role of the Riau Province Manpower and Transmigration Office in providing protection for child workers in warehouse areas and their inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The results of the study show that: (1) The role of the Riau Province Manpower and Transmigration Office in providing protection for child laborers in Warehousing Areas is not yet optimal. In terms of interpersonal roles, it is to carry out coaching in accordance with Law Number 13 of 2003 concerning Manpower, but the reality shows that there are still many child workers who work without supervision. In terms of roles related to information, this is an act of socializing regulations and implementing the functions of fostering, examining, testing and investigating related to labor norms and carrying out routine checks from the public on reports of child labour. The reality is that there are still many child workers and people who do not know the work norms that must be met by children. From the decision-making side, it is to carry out supervision and legal protection for child workers and companies and also coordinate with related agencies such as social services, education offices and others. (2) The inhibiting factor for the role of the Riau Province Manpower and Transmigration Office in providing protection for child labor in Warehousing Areas is the inadequate or limited number of personnel, followed by the lack of understanding and indifference of the community regarding the legal status and protection of child labour.
