A disability is a person who has physical, mental, intellectual limitations or sensory disabilities in the long run. When they face a variety of obstacles, they can prevent them from fully participating effectively in society on an equal basis with others. In the form of special protection established by the United Nations (UN) or commonly known as the UN has even directly issued the Convention on the Protection of the Rights of International Children covering including children with disabilities to protect and also safeguard the sovereignty of the rights they should gain. It cannot be ruled out that a child with a disability can become a victim of rape, the presence of a strong desire factor of the perpetrator, the opportunity, the relationship of perpetrators with the victim, and the pertaining of perverts can form a thought or intention to commit a rape. Preventive protection is an effort to prevent the violation of a child with a disability, when the act of rape has occurred, then repressive protection is a law enforcement effort. However, it is still possible to find children with disabilities in Indonesia who still do not have their rights or are restricted by their circumstances or environment. And also in terms of obtaining the right to education they still have difficulties because they are not seldom difficult to obtain learning due to inadequate facilities, a lack of teaching staff and also special schools or inclusive schools that should be compulsory for these children with disabilities to study there.
