Based on observations in the field, a phenomenon was found that throughout 2021 the Pekanbaru City Government ordered more than 120 poles and illegal billboard objects. The nature of the illegality of the pole and the object of the billboard is that the pole and object of the billboard is standing or installed by the owner of the billboard on the road and not on land that has a building permit (bill bill), so that this violates the rule of law. As a result, hundreds of poles and objects of illegal advertisements will be auctioned by the Pekanbaru City Government. In this thesis, entitled "Analysis of Violations of Billboard Installation Procedures and the Application of Sanctions by the Pekanbaru City Government", this problem is discussed, namely: What is the Form of Violation of the Licensing Procedures for Installing Billboards in Pekanbaru City and How is the Application of Sanctions by the Pekanbaru City Government to the Installation of Billboards for Violation of Permits? Advertisement Installation in Pekanbaru City. The method used to answer the problems mentioned above is to use a sociological (empirical) legal research method, which is a data collection technique, where researchers make direct observations of the research object to see closely the activities carried out. Meanwhile, judging from its nature, this research is descriptive analytical. The results of the study show that the perpetrators of illegal billboards blatantly place billboards even with very large sizes in areas that have been determined by the government that the area is an "advertise-free area". These illegal advertisements are installed in public places. The next form of violation is that the perpetrators of these illegal billboards place billboards in places that are not considered "safe". The place is located on the side of the road, between the boundaries of privately-owned shopping areas and government-owned land, more precisely on the edge of the highway, even on the edge of a ditch/ditch. Regulations regarding strict sanctions for Violation of the Licensing Procedure for the Installation of Advertisements do not yet exist in Pekanbaru City. Due to the absence of legal rules governing sanctions for Perpetrators of Violation of the Licensing Procedure for the Installation of Billboards, there is a legal vacuum regarding violations of the installation of billboards in Pekanbaru City.
