According to Article 68 of Law Number 13 of 2003 concerning Manpower, it expressly states that employers are prohibited from employing children. However, in reality it is known that most of the palm oil companies in Kampar Regency, Riau Province are not aware of these provisions. As is the case with one of the palm oil companies in Kampar Regency, Riau Province, namely PT. State Plantation V. The formulation of the problems in this study are: 1) how is the implementation of legal protection for underage child workers at PTPN V Sei Galuh Tapung, Riau Province? And 2) what are the inhibiting factors in the implementation of legal protection for underage child workers at PTPN V Sei Galuh Tapung, Riau Province?. The type and nature of this research is classified as sociological, namely research that formulates the essence of the analysis carried out and uses qualitative empirical analysis techniques, while its nature is descriptive. Research location at PT. State Plantation V with a total sample of 12 people. The results of this study show that there are still many oil palm companies in Kampar Regency, Riau Province, especially PTPN V Sei Galuh Tapung, Riau Province, which still employ child labour. The conclusions obtained from the results of the researchers' observations concluded that, the application of Law Number 13 of 2003 concerning Manpower, has not been fully complied with. Some of the provisions that have not been complied with properly are that oil palm companies do not give permission to these child workers without official permission from both parents or guardians of the child workers in accordance with Law Number 13 of 2003 concerning Manpower, namely the existence of written permission and work agreements between the employer and the parent or guardian of the child. However, in practice this provision is still ignored by palm oil companies in Kampar District, Riau Province, especially PTPN V Sei Galuh Tapung on the grounds that the wages paid are less if they employ these child labourers.
