The Ministry of Religion requires umroh travel service bureaus to obtain tourism certificates. This action was taken to minimize the mode of fraud by camouflaging it as an Umrah travel service bureau. This rule is contained in the Director General of Hajj and Umrah Organization Number 100 of 2020 concerning Requirements for Operational Permit Recommendations for Organizing Umrah Pilgrimage Travels. This is contained in Article 3 of the Regulation of the Minister of Religion Number 6 of 2021 concerning Organizing Umrah Pilgrimage Tours and Organizing Special Hajj Trips which reads: "Organizing Umrah Pilgrimage Travels is carried out by PPIU after fulfilling business permits in accordance with statutory provisions." The thesis entitled "Legal Review of the Granting of Permits to Organize Umrah Pilgrimage Based on the Decree of the Director General of Hajj and Umrah Implementation Number 100 of 2020 Concerning Requirements for Operational Permit Recommendations for Organizing Umrah Pilgrimage Travels (Study at the Ministry of Religion of Riau Province)" discusses the following issues: 1 ) How to Grant a Permit to Organize Umrah Pilgrimage Based on the Decree of the Director General of Hajj and Umrah Organization Number 100 of 2020 concerning Requirements for Operational Permit Recommendations for Organizing Umrah Pilgrimage Travels, 2) What are the Obstacles Found by Umrah Pilgrimage Travel in the Process of Permits to Organize Umrah Travel in Cities Pekanbaru. The method used to answer the objectives mentioned above is to use the empirical legal research method, which is a data collection technique, in which the researcher makes direct observations of the research object to take a close look at the activities being carried out. Methods Data collection was carried out by interviews, questionnaires and observation. Based on the results of research in the field, the authors know that in order to have a permit as an Umrah Travel Organizer (PPIU), the Umrah pilgrimage travel agency must fulfill a licensing process that is quite lengthy and lengthy, so that it becomes one of the obstacles where there are still many Umrah worship travellers in Pekanbaru City who do not have license as PPIU. Several travel agents who do not have permits choose to carry out the process of departing pilgrims together with PPIU who already have a permit. In addition, travel agents must submit a security deposit of Rp. 100,000,000 or a guarantee from one of the government banks. These documents must go through verification from the Regency/City Ministry of Religion and the Regional Ministry of Religion before being submitted to the Central Ministry of Religion. Meanwhile, the fact is that not all Umrah worship travel agents have funds of Rp. 100,000,000 or a guarantee from one of the government banks. So, this is also an obstacle for Umrah worship travel to get permission from the Central Ministry of Religion.
