Obscenity comes from the word obscene which is defined as "an indecent act, violating customs and decency, violating decency, vile and dirty". Several factors that cause the crime of child molestation to occur include environmental factors that encourage the perpetrator to commit the act, educational factors that cause the perpetrator to not understand whether his actions violate the law or not, and internal factors in the perpetrator which include desire or impulse. Based on the background of the problem in writing this thesis, the main topic of research is the factors in the occurrence of criminal acts of sexual abuse against children committed by their stepfathers as well as efforts to overcome criminal acts of sexual abuse against children committed by the Tapung police. Methods used in solving research problems This is using a survey method or in other words the researcher will conduct direct research in the field using interviews as a data collection tool. The purpose of this research is to determine the factors causing the crime of sexual abuse against children and to determine the countermeasures carried out by the Tapung Police Department against criminal act of sexual abuse against children. From the results of the research that the author obtained, the factor in the occurrence of criminal acts of sexual abuse against children is that the perpetrator is addicted to pornography and his passion for his child becomes higher and uncontrolled and the environment becomes a means for the perpetrator to carry out his depraved things. In efforts that can be made to overcome The crime of sexual abuse against children can be carried out in two ways, namely recessive response, namely action directed at the individual who has committed the crime, namely the efforts made by the police are first by receiving a report submitted by the victim's mother, carrying out an investigation and looking for evidence and The pre-emptive efforts carried out by the police are conducting legal education in places or villages that are prone to criminal acts of sexual abuse against children, holding Friday blessings and mutual cooperation in each village to more effectively reduce the occurrence of criminal acts, providing socialization in schools so that Children maintain their relationships with the environment.
