Upaya Pemerintah Daerah Kota Pekanbaru dalam Implementasi Peraturan Daerah Kota Pekanbaru Nomor 18 Tahun 2013 Tentang Perlindungan dan Pemberdayaan Penyandang Disabilitas di Kota Pekanbaru
All praise is due to Allah SWT, who has given the author the strength and ability to complete this research. This research focuses on disability issues in Pekanbaru City, Indonesia, with an emphasis on the implementation of Pekanbaru City Regional Regulations concerning the Protection and Empowerment of Persons with Disabilities. Persons with disabilities are individuals who have long-term physical, mental, intellectual or sensory limitations who may experience obstacles in interacting with the environment. With the disabled population reaching 1,130 individuals by 2024, this research highlights the urgent need for inclusive policies and the provision of adequate facilities. The research method involved interviews with the Head of the Pekanbaru City Social Service, the Head of the UPTD for Urban Transport Management / Transmetro Pekanbaru, and People with Disabilities in Pekanbaru City. The research results show that the implementation of regional regulations still needs to be perfected, with the main obstacles including a lack of concern from government officials, weak coordination, and an unsupportive social and economic environment. Apart from that, the government's efforts to provide facilities for people with disabilities are still not optimal, with limited accessibility being the main challenge. This research suggests the need to improve infrastructure and provide accurate accessibility information in public places as a solution to this challenge.
