The Milo Cube food product which does not have a distribution permit is a phenomenon which means that the safety, quality and even nutrition of this product is not guaranteed, this is because any substance can be mixed into it. Of course, these products have the potential to harm consumers, especially if they are consumed by children or even adults. Every processed food made domestically or imported for sale in retail packaging is required to have a distribution permit. The main problem in this research is first, what is the legal protection for consumers regarding the distribution of Milo Cube food which does not have a distribution permit from the Food and Drug Supervisory Agency in Sail District, Pekanbaru City. Second, how is the supervision of business actors regarding the distribution of Milo Cube food that does not have a distribution permit from the Food and Drug Supervisory Agency in Sail District, Pekanbaru City. This type of research is empirical legal research using observational or field research by means of direct surveys in the field. The type of data used in this research comes from primary and secondary data. Primary data was obtained through interviews. Meanwhile, secondary data was obtained from the results of library research. The nature of this research is analytical descriptive which provides an overview of a research object through the data that has been collected. Based on the research results, it can be understood that legal protection for consumers regarding the circulation of Milo Cube food which does not have a distribution permit which is still being distributed in Sail District, Pekanbaru City is still not working as it should, where there are still many consumers who are harmed by the circulation of Milo Cube food which can affect health for people. Those who consume Milo Cube can also see this from several aspects, making consumer protection not work properly because it comes from business actors, consumers and BPOM Pekanbaru itself. Meanwhile, supervision of consumer actors regarding the distribution of Milo Cube food is carried out by Bpom Pekanbaru by establishing a priority scale where supervision is carried out in a focused manner on an area or area, such as in Sail District, Pekanbaru City, where Milo Cube food products are still being sold without a permit. distribution so that by determining the priority scale based on the number of cases that occur, the priority scale policy aims to maximize the performance of BPOM employees who are tasked with supervising the distribution of medicines and food because of the large area that needs to be covered.
