In achieving legal objectives, one of which is legal certainty, for every engagement made by the community, it is important that a Notary public official plays a role in making authentic deeds as regulated in Law Number 2 of 2014 concerning Amendments to Law Number 30 of 2014. 2004 concerning the Position of Notary. Such legal certainty is a must in investment guarantees, namely providing certainty of the engagement in fulfilling the rights and obligations of the parties in an economic cooperation, or other matters deemed necessary and valuable. The duties and work of a notary as a public official are not limited to making authentic deeds but are also assigned to register and ratify private letters, provide legal advice and legal explanations to the parties concerned, make deed of establishment and deed of amendment of Limited Liability Company and so on. . Legal products issued by a Notary are in the form of deeds that have authentic nature and have perfect evidentiary power. the definition of an authentic deed as stated in Article 1868 of the Civil Code. The main problem in this research is how the role of the Notary Supervisory Council in carrying out the duties and functions of the Notary Public in Pekanbaru City, and what are the inhibiting factors for the role of the Notary Supervisory Council in the Implementation of the Notary's Duties and Functions in Pekanbaru City. This type of research is empirical, research that takes samples from the population using interviews as the main data collection tool. The nature of the research describes the state of the subject or object of research at the present time based on the facts that appear as they are. The role of the Notary Supervisory Council in carrying out the duties and functions of the Notary Public refers to the mandate of the Notary Position Act Article 67 paragraphs (1) and (2) which states that the Minister supervises in supervising notaries and in carrying out supervisory supervision. As a public official, notaries are appointed and dismissed by, in this case the minister who has the authority is the Minister of Law and Human Rights. Therefore, the supervision carried out prior to the enactment of the Law on Notary Positions is preventive and repressive. Pekanbaru City Notary Regional Supervisory Council consists of 3 elements and a total of 9 people, namely: government elements, Notaries and Academics. The inhibiting factors for the implementation of the notary supervisory board in enforcing their duties and functions are the inactivity of the notary supervisory board to provide understanding to the notary and the public, then the busyness of members of the notary supervisory board who have a profession or position of appeal, the factor of one profession or closeness between notaries who violate Code of Ethics with the Supervisory Council of the Pekanbaru City Notary Public.
