Cosmetics are a form of secondary need in people's lives. Based on Article 1 number 1 of the Regulation of the Minister of Health of the Republic of Indonesia Number 1176/MenKes/PER/VIII/2010 concerning Notification of Cosmetics, what is meant by "cosmetics are materials or preparations intended for use on the outside of the human body or teeth and oral mucosa, especially for cleaning , perfume, change the appearance and/or and improve body odor or protect or maintain the body in good condition. The main problem in this research is firstly how to protect teenage consumers from using cosmetics that do not have a halal label in Tenayan Raya Pekanbaru District. Second, what are the obstacles in implementing youth consumer protection against the use of cosmetics that do not have a halal label in Tenayan Raya Pekanbaru District. This type of research is empirical legal research using observational or field research by means of direct surveys in the field. The type of data used in this research comes from primary and secondary data. Primary data was obtained through interviews. Meanwhile, secondary data was obtained from the results of library research. The nature of this research is analytical descriptive which provides an overview of a research object through the data that has been collected. Based on the research results, it can be understood that the protection of teenage consumers against the use of cosmetics that do not have a halal label which are still being distributed in Tenayan Raya District is still not working as it should, this is because there are still many consumers who are disadvantaged due to the sale of Hchana cosmetics that do not have a halal label. So that the protection of teenage consumers against the use of cosmetics that do not have a halal label is not optimal due to three aspects, namely from the business actors themselves, from consumers and from BPOM Pekanbaru. Meanwhile, the obstacles in implementing protection for teenage consumers against the use of cosmetics that do not have a halal label are caused by several factors, the first is economic factors originating from business actors, the second is the lack of public knowledge about the dangers of a product, and the third is the legal awareness of the community it self.
