In Law no. 18 of 2013 concerning Prevention and Eradication of Forest Destruction is a special crime and it has been regulated how the system of criminal responsibility and punishment for those who violate this regulation will be subject to criminal penalties. Then after the birth of Law no. 11 of 2020 concerning Job Creation. Whether those who destroy or carry out activities without a permit in the forest area cannot be held criminally responsible. The main problem in this research is the system of criminalizing activities without permits in forest areas prior to Law no. 11 of 2020 concerning Job Creation, and secondly regarding forms of criminal liability for activities without permits in forest areas before and after Law no. 11 of 2020 concerning Job Creation. This research is classified in the type of normative legal research contained in various laws and regulations that are related to forest areas and their punishment. From the results of the study, the researchers found that after the enactment of Law Number 11 of 2020 concerning Job Creation, the provisions of the criminal system that existed from Law Number 18 of 2013. changed to administrative sanctions based on Articles 110A and 110B of the Job Creation Law.
