Women and children are the group that is most vulnerable to becoming victims of violence, although the recent tendency for this group to also become perpetrators of other women and children. Based on Law Number 23 of 2004 concerning the Elimination of Domestic Violence, it is stated that the Regional Government together with the community is obliged to carry out efforts to prevent, protect, and recover victims of gender-based violence and children. The main issues in this research are as follows: How is the implementation of the protection provided by the Office of Women's Empowerment, Child Protection and Community Empowerment for victims of domestic violence in Pekanbaru City. What are the obstacles in providing protection for victims of domestic violence by the Office of Women's Empowerment, Child Protection and Community Empowerment in Pekanbaru City. Judging from its type, this research is included in Sociological Legal Research (empirical) which is descriptive analysis in nature, namely describing the implementation of the protection provided by the Office of Women's Empowerment, Child Protection and Community Empowerment for Victims of Domestic Violence in Pekanbaru City and the obstacles in giving implementation of protection for victims of domestic violence by the Office of Women's Empowerment, Child Protection and Community Empowerment of Pekanbaru City. This research was conducted in Pekanbaru City. The results of the research are as follows: The implementation of the Office for Women's Empowerment, Child Protection and Community Empowerment is to increase gender equality and justice in regional development and improve the protection and fulfillment of children's rights. The target target is to realize child-friendly districts/cities and special protection for children. The first obstacle from the Office of Women's Empowerment, Child Protection and Community Empowerment in Pekanbaru City is the existence of facilities and infrastructure factors and lack of access to online services to find out the institutions for women's and children's protection service units as a form of embodiment of good governance between the government and the community. The second factor is human resources, namely the lack of training or capacity building for officers to deal with the problems of child victims of violence who need special services. The three factors are the community's lack of knowledge and public awareness to report cases of violence that befalls minors. The four factors are holding on to traditions or customs, the strength of traditions or customs that are followed can be a driving factor for violence.
