Law Number 35 of 2014 concerning Child Protection is a legality given by the state to ensure the realization of children's rights to live, grow, develop and participate in the best way in accordance with human dignity and dignity, as well as to realize quality, noble and prosperous Indonesian children and receive protection from violence and discrimination. But in fact, as in Pekanbaru City there are still very many children who are victims of child exploitation which even the perpetrators are the parents of the child himself, these children are exploited as street beggars, buskers, newspaper sellers and so on. The main problem in this study is what are the factors causing the exploitation of children as street beggars carried out by parents in Pekanbaru City and how are the government's efforts in dealing with child exploitation as street beggars carried out by parents in Pekanbaru City. This study used normative-empirical methods. And the nature of this study is descriptive analytical, while for data collection tools in this study is through interviews and documentation related to criminological reviews of child exploitation as street beggars carried out by parents in Pekanbaru City. The results of this study show that the factors causing the exploitation of children as street beggars carried out by parents in Pekanbaru City are due to several factors such as economic factors, family factors, environmental factors, urbanization factors, education factors and factors of lack of government and community concern. But among these many factors, it is the economic factor that has the most important role in creating many crime cases including the cause of child exploitation as street beggars committed by parents in Pekanbaru City. And the government's efforts in dealing with child exploitation as street beggars carried out by parents in Pekanbaru City are quite varied, including Pre-Emtive Efforts in the form of socialization activities about the importance of decent life and child welfare and the cultivation of religious values from an early age, Preventive Efforts in the form of direct supervision or patrols in areas occupied by street beggars and Repressive Efforts in the form of handling Strictly if there are reports of exploitation.
