In general, the causes of forest fires in Indonesia can be grouped into two, namely, due to human factors and due to natural factors. Fires caused by human factors in Indonesia continue to occur every year, either accidentally or intentionally. While the causes of forest fires due to natural factors or naturally triggered by lightning, volcanic lava melt, friction between trees which then causes sparks. As for the formulation of the problem in this study is how the implementation of law enforcement against perpetrators of land burning in the jurisdiction of the Tanah Putih Police Sector, Rokan Hilir Regency, what is the obstacle factor in law enforcement against land burning perpetrators in the jurisdiction of the Tanah Putih Sector Police, Rokan Hilir Regency and How to overcome obstacles in law enforcement against perpetrators of land burning in the jurisdiction of the Tanah Putih Sector Police, Rokan Hilir Regency. Judging from the type, this research is classified as observational research which was conducted by means of a survey, namely direct research using data collection tools in the form of interviews. The nature of this research is descriptive, that is, the author intends to describe or describe systematically. The results of the study indicate that the investigation process carried out by Tanah Putih Police Investigators is preventive (prevention) and repressive (enforcement). Obstacles in law enforcement against forest and land arsonists in the jurisdiction of the Tanah Putih Police, Rokan Hilir Regency are first, natural factors, geographical conditions of forest and land fires are difficult to reach, community traditions of clearing land by burning, statutory factors, laws are still multiple interpretations, and factors of law enforcement officers. And efforts in law enforcement against forest and land burning perpetrators in the jurisdiction of the Tanah Putih Police, Rokan Hilir Regency are first, providing guidance and counseling for the community, applying alternative articles, collaborating with related parties, conducting patrols, and based on the principle of legal certainty. , the principle of justice and the principle of expediency.
