Refill drinking water depot is one of the clean water business activities to meet the community's drinking water needs and meet the lifestyle of today's society which prioritizes practicality and convenience in meeting the needs of life. Some of the drinking water depots in Kampar Regency run businesses without the certificate. Some entrepreneurs do not carry out laboratory tests and do not know the importance of testing the quality of the water they manage. This can obviously cause problems in the future. As for in this study, there are main problems that will be discussed, namely, the application of business permits and supervision of refill drinking water depots in Siak Hulu District, Kampar Regency and the second is the inhibiting factor of the Health Service in Maximizing the Quality Control of Drinking Water Depots. And the purpose of this study is the same as the formulation of the main problem, namely to find out the results of the formulation of the problem made by the researcher. This legal research belongs to the type of survey research (Observational Research). This type of research method is intended to solve problems that exist at the present time by collecting data and compiling or clarifying it, then analyzing and seeing a legal reality in society to then obtain a result. The results of the research that the authors obtained are: The application of a drinking water depot business license in Siak Hulu District, Kampar Regency has not been carried out optimally. This is because the drinking water depot owner does not have a drinking water depot training letter and a consumption-worthy certificate from the health office, where a drinking water depot training letter and a drinking water depot certificate are one of the requirements to get a drinking water depot business license, and the inhibiting factors for the health office In Maximizing the Quality Control of Drinking Water Depots, namely: the issue of licenses that have not been coordinated, and the weak supervision by the Kampar District Trade Office and the Kampar District Health Office, many Illegal Drinking Water Depots operate.
