Issues regarding refugee problems often occur, and refugee issues have become one of the issues both on a national and international scale. Refugees are people seeking asylum from Middle Eastern and Asian countries. The Indonesian government has limited policies because it has yet to ratify international agreements regarding refugees, so the fulfillment of their right to life is limited and often cannot be adequately fulfilled. For example, refugees held a demonstration in Pekanbaru regarding unfulfilled rights and feeling discriminated against. However, arrangements regarding the principle of non-discrimination have been ratified through arrangements related to discrimination.The main problem in this research is how to form arrangements on the principle of non-discrimination to protect refugees and how to apply the principle of non-discrimination that occurred in Pekanbaru in protecting refugees. The type of research used in this research is legal research, namely employing a survey, while its nature is descriptive, namely research to provide a more precise and concrete picture. The results of this study indicate that the principle of non-discrimination in the protection of refugees according to the 1951 Convention and 1967 Protocol is not regulated in writing by the Indonesian government because the government itself has not ratified the 1951 Convention and 1967 Protocol concerning Refugees. However, the Indonesian government continues to uphold human rights, and several international arrangements related to the principle of non-discrimination for refugees have been ratified, namely the ICERD, CEDAW, CRC, and ICCPR. The essence of applying the principle of non-discrimination in-laws and/or policies is to provide a channel for remedies for acts of discrimination. In Pekanbaru, the agency that handles refugees adheres to this principle in protecting refugees.
