Crimes related to credit cards are generally committed by people who are calculating and using the knowledge tools possessed by the perpetrators. Because the perpetrators of these crimes generally consist of people or groups of people who have a relatively high level of intelligence and are able to take advantage of technological advances, carding is one type of cyber crime that must be addressed so that it does not recur in the future, from the aspect of law enforcement it should be efforts were made to reduce the crime rate with the aim of minimizing or being anticipated and avoided by the Indonesian people in general, and the people of Pekanbaru in particular. Therefore. The main problem in this study is what are the inhibiting factors for law enforcement of credit card data theft (carding) in the jurisdiction of the Riau Regional Police. What are the efforts to prevent theft of credit card data (carding) in the jurisdiction of the Riau Regional Police. The type of research used is included in empirical research, Empirical Legal Research is a legal research method that uses empirical facts taken from human behavior. Meanwhile, judging from its nature, this research is descriptive. Factors inhibiting law enforcement of credit card data theft (carding) in the jurisdiction of the Riau Regional Police. The obstacles are factors that come from investigators, factors of evidence and facilities of investigators and juridical factors of law enforcement. Efforts to overcome the theft of credit card data (carding) in the jurisdiction of the Riau Regional Police are carried out with non-penal efforts (Preventive). These efforts include counseling activities, patrols/raids, and coordinating with relevant agencies and the community as well as Penal Efforts (Repressive) Repressive Efforts, namely legal policies in tackling crime by using criminal law or legislation, which focuses on taking action and eradicating crimes. what happened, by imposing criminal sanctions. The application of criminal sanctions against the perpetrators of the crime of carding used legal instruments in the Criminal Code, especially in Article 378 of the Criminal Code, namely regarding fraud and Article 32 paragraph (2) of the Law of the Republic of Indonesia Number 19 of 2016 concerning acts of crime. carding crime, because the crime of carding is a form of fraud as stated in Article 378 of the Criminal Code
