Today's society is very dependent on sugar, sugar is a very important product. Many people today consume sugar as an ingredient to make a food or beverage product. In the era of globalization as it is today, food and beverages sold to the public cannot be separated from sugar as an ingredient to make a food and beverage product, many people depend on sugar at this time. Therefore, many business actors take advantage of this condition to gain greater profits by selling refined crystal sugar to the public at prices similar to ordinary granulated sugar. Refined crystal sugar cannot be traded directly to the public, because the sugar is sugar as an auxiliary material. production for SMEs and SMEs. The main problem in this study is how to regulate the legal supervision of the circulation of refined crystal sugar in Pekanbaru City based on the Regulation of the Minister of Trade No. 1 of 2019 concerning the Trade of Refined Crystal Sugar and how is the implementation of consumer protection against the circulation of Refined Crystal Sugar in Pekanbaru City based on the Regulation of the Minister of Trade No. 1 of 2019 concerning the Trade of Refined Crystal Sugar. This type of research is empirical research through descriptive nature. In this study, the author intends to see firsthand how the regulation of legal supervision of the circulation of refined crystal sugar in Pekanbaru City and how is consumer protection against the circulation of refined sugar in markets and basic food shops in Pekanbaru City. Data collection techniques using interview techniques and questionnaires. The results of this study indicate that the supervision of the circulation of refined sugar in the city of Pekanbaru is the work of the Department of Industry and Trade with other agencies by conducting inspections to several markets in the city of Pekanbaru and several basic food shops in the city of Pekanbaru. Industry and Trade will confiscate it and give warnings to these business actors, as well as consumers who feel aggrieved can ask for compensation and can go through legal channels which in the Regulation of the Minister of Trade No. 1 Year 2019 Regarding Refined Crystal Sugar Trade.
