Consumer protection is part of the law that contains principles or rules that are regulating and also contains properties that protect the interests of consumers. Talking about consumer protection means questioning about guarantees or certainty regarding the fulfillment of consumer rights. The problems in this thesis: (1) How is the Legal Protection Against Sukaramai Trade Center (STC) Traders in Payment of Service Charges to Managers by the Industry and Trade Office (Disperindag) of Pekanbaru City?, (2) What are the Obstacles in Providing Legal Protection to Sukaramai Trade Traders? Center (STC) in Payment of Service Charges to Managers by the Department of Industry and Trade (Disperindag) of Pekanbaru City?. The purpose of this research is to find out the regulation of consumer protection for service charge payments by SME traders as consumers who occupy kiosks/shops and the problems faced by consumers in obtaining their rights. The approach method used in this research is observational research method or survey method. Where this research was conducted by obtaining data directly to the parties who were used as the object of research with interviews and questionnaires. The results of this study are legal protection for Sukaramai Trade Center (STC) traders in the payment of Service charge is still well accommodated by the manager, and the rights to facilities and infrastructure provided by the manager have also been fulfilled properly. One of the rights of consumers, in this case SME traders, is the right to be heard which is the right of consumers so that they are not harmed further, submitting complaints to the manager has also been properly accommodated by taking into account the interests of both parties, namely the SME traders and the manager, with a decrease in service charge fees from the standard, although traders still complain about it, is something that is still within reasonable limits. The results of the Sukaramai Trade Center (STC) merchant respondents felt that it was too expensive for the Service charge to be paid due to the sluggish purchasing power of the community due to the pandemic or post- pandemic era. trade and earn income and management needs in carrying out the management of the Sukaramai Trade Center (STC) building which requires operational and non-operational costs.
