Consumer protection is very important, considering that the position of consumers is weaker than that of producers, then the state has an obligation to provide protection to every member of society. Therefore Law Number 8 of 1999 Concerning Consumer Protection has provisions that must be understood by consumers so that when unwanted things happen they understand what efforts must be made. The Consumer Protection Act also applies to PT. Andalan Utama Express Pekanbaru. The problem raised in this study is how the provisions regarding consumer protection are contained in Law Number 8 of 1999 concerning Consumer Protection and what steps can be taken by consumers if their rights are harmed by PT. Andalan Utama Express Pekanbaru. The research method used in this study is a normative sociological legal research method by approaching and analyzing related to Law Number 8 of 1999 concerning Consumer Protection and the fact approach that occurred at the Andalan Utama Express Pekanbaru Delivery Service. The results obtained after conducting this research are regarding the provisions contained in the Consumer Protection Act regulating the relationship between consumers and business actors, the rights owned by consumers, the actions that can be taken if consumer rights are violated, and the sanctions given to business actors which violates consumer rights in accordance with applicable regulations. PT. Andalan Utama Express Pekanbaru has experienced cases where consumer goods were damaged due to rain, so the company implemented a policy of replacing 10 x the shipping cost. This policy is clearly contrary to the Consumer Protection Act which companies must replace according to goods or convert into money equivalent to goods.
