Dvertisements based on Pekanbaru Mayor's regulations Number 50 of 2021 concerning amendments to Pekanbaru Mayor's regulations Number 24 of 2013 concerning the implementation of advertisements in the City of Pekanbaru and what are the inhibiting factors for implementing building permits for advertisements in the City Pekanbaru. This research aims to increase the public's insight into how building permits are implemented for billboards, especially in Pekanbaru City, in terms of processing permits and to be a consideration for the government in dealing with individuals who do not take care of permits for erecting their billboards. This research is a type of sociological legal research, namely field research, while in terms of its nature it is qualitative descriptive which starts from primary data or from data obtained directly from interviews conducted with the Head of the Building Permit Section of the DPMPTSP Riau Province. The results of the discussion from this research are first, there are still several deficiencies in permits for advertising advertising in Pekanbaru City, namely there is still a lack of sense of the obligation to register for advertising permits for advertising business actors, as evidenced by the large number of illegal or unlicensed billboards in Pekanbaru City. Second, the discovery of factors inhibiting the implementation of advertising permits in Pekanbaru City, among others, namely, the lack of human resources, both from the government and advertising entrepreneurs, still have to work together in developing their respective resources so that they can remind each other of the opportunities for individuals. to commit violations considering the size of the city of Pekanbaru, it makes it easy for individual advertising business actors to set up their advertisements, the lack of concern for the applicable regulations means that individual advertising business actors do not think about making mistakes. This is what encourages individual advertising business actors to erect their advertising buildings without permission.
