Strategi Peningkatan Kualitas Aparatur Sipil Negara pada Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Siak

The aim of the study was to identify and analyze the Strategy for Improving the Quality of State Civil Servants in the Protocol and Communication Section for the Regional Secretariat Leaders of Siak Regency. This study uses a qualitative approach. There were 4 informants in this study with the Head of the Protocol and Leadership Communications Section as key informants. Data collection techniques by observation, interviews and documentation as well as data analysis using an interactive model from Miles and Huberman. Based on the results of data analysis that has been carried out by researchers regarding the Strategy to Improve the Quality of State Civil Apparatus in the Protocol and Communication Section of the Siak Regency Regional Secretariat Leaders, the researcher can conclude that it has not been implemented optimally, this is due to the unpreparedness of the protocol apparatus in the field, the wishes of the leadership, lack of protocol competence, conditions at the event venue and other factors. The Protocol and Leadership Communications Section identified that no innovation had been made in compiling the district head's agenda, such as when carrying out sudden official visits or receiving and welcoming guests or central officials who visited suddenly, which caused the protocol staff to appear unprofessional and lack coordination in prioritizing public service activities.
