The Minapolitan area is a part of the territory that has the main economic function consisting of centers for production, processing, marketing of fishery commodities, services, and/or other supporting activities. Sungai Sembilan sub-district, Dumai City, was designated as a minapolitan area. The potential in the Minapolitan area includes a large pond area and the specific advantages of the vannamei shrimp commodity that can grow and develop in the pond area. There are problems in the Minapolitan area both from the perspective of the local community and from the management of the area itself and the level of management of fishery resources is not yet optimal with the existing potential. This requires an appropriate and reliable strategy so that the minapolitan area in Sungai Sembilan District is sustainable and improves the people's economy. The method used as a whole in this research is mixed descriptive. Data collection is done by collecting primary data and secondary data. The data collected was then analyzed using IFAS-EFAS analysis to determine strategies through the strengths, weaknesses, opportunities and threats that exist in the minapolitan area of Sungai Sembilan District, Dumai City. The main variables determining the development of Minapolitan are infrastructure, natural resources and processing of natural resources, and fisheries conditions. Developing marketing facilities to support aquaculture products, Optimizing functional facilities and infrastructure that are already adequate, Improving the quality of cultivators and fisheries regulations, Optimizing natural resources and developing land for aquaculture activities to meet local and foreign market demands.
