Perlindungan Konsumen Atas Harga Eceran Tertinggi (HET) Obat-obatan yang Dijual di Wilayah Kecamatan Binawidya Kota Pekanbaru
Highest Retail Price or what is commonly known as HET is the upper limit of prices permitted for goods sold at retail to customers. When the government has set the highest retail price, this means that no seller is allowed to offer their products above the HET. In buying and selling medicines, there is also a Highest Retail Price on each medicine packaging, pharmacies are not allowed to sell medicines at prices that exceed the HET, this has also been regulated in the Regulation of the Minister of Health of the Republic of Indonesia Number 98 of 2015 concerning not being allowed to sell medicines that exceed the HET stated. on drug packaging, Based on this explanation the author found several main problem formulations: first, How is the implementation of consumer protection against selling drugs above the HET in the Binawidya District area, Pekanbaru City.Second, What are the efforts made by consumers towards selling drugs above the HET in the Binawidya District area, Pekanbaru City . The type of this research is empirical juridical or what is called field research. The research location is in Bina Widya District, Pekanbaru City. Data sources are primary data and secondary data, for primary data collection using interview and observation techniques, while secondary data uses documentation. This research uses normative descriptive techniques. Based on the results of research that has been carried out, it can be concluded that: consumers' lack of understanding of their rights as regulated in Article 4 of Law Number 8 of 1999 concerning Consumer Protection is the main factor. Efforts that consumers can make regarding selling drugs above the HET are taking action by asking the business person directly why they are selling drugs above the HET stated on the drug label, then consumers can also report this to the Non-Governmental Consumer Protection Agency (LPKSM). and can be submitted to the relevant government, namely BPOM, City/Provincial Health Services, as well as related agencies and the Dispute Resolution Agency (BPSK). Problem reporting can be submitted as quickly as possible by identifying the problem and collecting supporting evidence.
