Colaborative Governance Dalam Menanggulangi Penyalahgunaan Narkoba Di Provinsi Riau

The issue of drug abuse in Riau Province has reached an alarming level, marked by the increasing number of cases and the expansion of both local and international drug trafficking networks. This condition highlights the urgent need for a more effective and integrated approach through collaborative governance. This study aims to analyze the mechanisms of collaborative governance in addressing drug abuse in Riau Province and to identify the inhibiting factors in its implementation. A descriptive qualitative method was employed, using data collection techniques such as in-depth interviews, documentation, and observation. The findings reveal that collaborative governance in Riau Province has engaged key stakeholders, including local government, the National Narcotics Agency (BNN), the police, and civil society, through coordination forums and the implementation of the P4GN program (Prevention, Eradication, Abuse, and Illicit Drug Trafficking). However, the implementation still faces several challenges, including limited resources, weak inter-agency coordination, and low community participation. Therefore, strengthening institutional capacity, enhancing synergy among stakeholders, and promoting continuous public education are essential strategies to support the success of collaborative governance in combating drug abuse in Riau.
